FRENCH and Chinese Governments agreed on nine of the ten Articles of Treaty. Article under discussion concerns intercourse with Annam.
With reference to your telegram No. 18, present arrangement merely stipulates that frontier tariff shall be lower than maritime. I have pointed out to Yamên, that if our trade is placed at disadvantage we shall expect adjustment.
